Communication Manager


ROADPOL e.V., an international association registered in Germany under German law (“eingetragener Verein”) is a network of European traffic police forces.

Led by senior police officers, ROADPOL is primarily committed to reducing the number of deaths and serious injuries on European roads.

Our members are the traffic police forces of various European countries and countries outside Europe as well.

We are seeking for a Communication Manager, who will cover the following tasks in close cooperation with the General Secretary and the responsible person for the strategic approach towards social media and project-accompanying public relations.

Key responsibilties:

  • Analysis of the target groups and media channels
  • Analysis of the public responses
  • Definition of the target group(s), key messages and media tools
  • Creation and distribution of press releases, annual reports, newsletters (monthly), videos and picture messages for cross-media publishing (only script, no technical implementation)
  • Administration of the website (creation of content and its uploading)
  • Strengthening and maintenance of social media activities (regularly and frequently posting on social media, i.e. Facebook, Instagram and Twitter)
  • Analysis of visibility, range and response of the messages (visitors on the website, interactions in social media and media presence)
  • Creation of periodic reports of the activities (quarterly)
  • Creation, organization and participation in events and press conferences (particularly ROADPOL Safety Day – launch and event)
  • Attendance (virtually) at internal and external meetings at the request of the Executive Committee
  • Monitoring of Public Projects and campaigns
  • Ensuring a consistent corporate identity
  • Review and correction of texts that members submit for the website, newsletter and social media channels

The successful candidate has:

  • Expertise in creating communication strategies
  • Profound experiences in the management of different communication channels
  • Writing talent and in-depth knowledge of texting for various target groups and formats
  • Very good knowledge of all modern communication tools
  • Analytical skills
  • Excellent organizational, communication and time management skills
  • A very good command of English (level C, preferently C2, according to the Common European Framework of Reference for Languages - CEFR).

It would be desirable, but not necessarily, if the successful candidate would have:

  • a completed education or degree in the field of communication science / public relations, and/or marketing;
  • professional experience in the field of a PR-agency, in a press unit or in corporate communication

POLAND - Safest Young Driver competition


The third edition of the Safest Young Driver competition has started

For young drivers who want to test their knowledge about the road traffic, as well as promote safe driving, the Polish Motor Association, together with its partners, organized a competition entitled "The Safest Young Driver".

The content partner of the project is the Road Traffic Bureau of the National Police Headquarters.2020 08 13 PL 2

Any driver aged 18-26 can take part in the competition (in previous editions the age range was 18-24). All you have to do is visit the website:


read the regulations and solve the test consisting of 30 multiple-choice questions until August 21, 2020.

The questions cover the following topics:
• road traffic regulations,
• first aid,
• the biggest threaths in the road traffic safety,
• eco-driving,
• behavior in critical situations.

2020 08 13 PL 330 people who correctly answered the largest number of questions in the shortest time will be selected for further eliminations. The semi-final of the competition - a test of practical skills, will be held on August 30, 2020 at Tor Poznań.
The two initial stages of the competition will allow for the selection of 3 national winners, while the final entitled "FIA Region I International Best Young Driver" will already have a European rank. This year, it will be organized in Poland, on October 17, 2020, at Tor Modlin.

Joint control "Safe Holiday" France - Belgium - Luxembourg – Germany

Police forces from France, Belgium, Luxembourg and Germany carried out a transnational control of long-distance travel in France on 1st August.
In times of COVID-19 more and more people go on holiday with their caravan or camper. Especially during the summer holidays many drivers use the highway A 6 as transit route to France or Spain.

Experience from previous controls has shown that caravans and campers in particular are often overloaded. The consequence is a significantly increased risk of accidents. The braking distance increases and driving stability becomes worse.
Due to the high load, the summer heat and the long driving distances, the tyres are also heavily stressed. Tyre bursting is imminent. Incorrect air pressure or insufficient tread depth are also a considerable potential danger.
The action of the working group "traffic safety" therefore carried out the action "Opération civil été" (Safe Holiday). The focus was on preventive advice for drivers by specially trained road safety advisers.

ROADPOL Online Seminar 29.07.2020



First ROADPOL online-Seminar was a full success

Due to the situation the regular annual seminar had to be exchanged to an online version. With support of CEPOL, who allowed to use their techology, we were able to provide interesting topics to a greater audience: more than 50 participants registered to the session and gained actual information about the impact of COVID in Italia and what lessons can be learned, the strategic approach of Luxemburg towards PTW, a case study regarding investigation after a fatal crash using digital evidence and the current state of a research project for early detection of dangerous areas in road traffic using smart data.

Given that cultural and scientific exchange is indispensable to academic and social institutions to develop their educational and research activities and recognizing that it is necessary to promote and encourage direct cultural agreements between institutions of higher learning at European and International level, ROADPOL, as the first European Network on Road Safety, concluded a specific agreement with the Italian Online University PEGASO ( establishing an appropriate form of common educational programs on the field of:

a) Police Cooperation;
b) Road Safety;
c) European partnership.

On 10th of July 2020, ROADPOL General Secretary Mr. Heinz Albert Stumpen signed a Framework Agreement with PEGASO Online University on:
a) the possible circulation of publications and information on the specific fields of study and research on Road Safety and on any other subject of relevant interest;
b) the possible organisation of Joint Degree Courses, High Education Courses, Masters and possible specific Classes;
c) the possible organisation of joint scientific conferences and workshops;
d) the possible exchange of publications, university editions, books and co-operation in communication networks;
e) the joint design and implementation of research projects,
intending to follow specific criteria of reciprocity and also with the possibility to exchange all relevant information - by supplying catalogues and other materials - to promote greater and mutual knowledge on their institutional structure and organization.

On the basis of the cooperation PEGASO University and ROADPOL should make joint applications to the EU institutions and organizations for research grants and funds available in the mutually defined fields and topics where collaborative links are established.

The Agreement provides also the possibility for the members of the ROADPOL family to obtain special reductions on the enrollment fees for the PEGASO Online University Courses.
The Framework Agreement is concluded for an initial duration of 3 (three) years from the date of joint signing and after this period can be re-examined if deemed necessary and shall be renewed for another 2 (two) years period, unless terminated by one of the parties by written notice three months prior to the expiration date.

The implementation of the activities foreseen by the Framework Agreement will be promoted, initially, from the ROADPOL side by the President of Honour Paolo Cestra.
